The development of body, artificial crystals, mineral functional materials, high-performance fibers, and composite materials is accelerating. Clearly point out the key to building "Harbin Graphene and Graphene New Material High end Product Research and Development Center" and "Hegang and Jixi Production and Processing Base", and accelerate the formation of a high-end, clustered, and branded industrial cluster. Focus on cultivating a group of graphene innovation teams and advantageous enterprises, layout and seize the high-end of the graphene industry innovation chain and value chain, and achieve breakthroughs in graphene innovation.
In terms of advanced steel materials, leading enterprises such as Jianlong North Man Special Steel and Yizhong Group in Qiqihar City meet major engineering needs such as advanced rail transit equipment, marine engineering equipment, and lightweight military equipment.
In terms of advanced non-ferrous metal materials, relying on backbone enterprises such as Northeast Light Alloy Company, North Special Alloy Company, Aerospace Haiying Titanium Alloy Company, and Dongda High tech, we will develop high-performance aluminum alloys, magnesium alloys, titanium alloys, and new electrical contact materials, with a focus on meeting the equipment needs of aerospace, national defense and military industry, rail transit, petrochemicals, and other industries. According to the "Longjiang (International) Aluminum Magnesium Industry Park Plan (2018-2025)", the preliminary planned area of the aluminum magnesium industry park is 22 square kilometers, to be developed into an international aluminum magnesium new material innovation center, a lightweight material application demonstration zone, and a national level resource recycling base.
In terms of advanced polymer materials, a polymer material production base centered around Daqing has been initially formed. We have established multiple professional chemical industrial parks, including Daqing Xinghua, Daqing Hongwei, Daqing Linyuan, and Anda, with a production capacity of 20.4 million tons of oil refining, 1.2 million tons of ethylene, 1.2 million tons of polyethylene, and 800000 tons of polypropylene. We have a strong foundation in the petrochemical industry.

Relying on the technological and industrial advantages of Harbin Aured Optoelectronic Technology Co., Ltd., which is a world leader, we develop high-quality sapphire artificial crystals and products. The leading domestic company, Daqing Jiachang Jingneng Co., Ltd., produces electronic crystal materials such as gallium arsenide polishing sheets.
In terms of graphite new materials, the construction of Harbin Graphene and Graphene New Materials High end Product Research and Development Center and Hegang and Jixi Graphene (Graphene) Production and Processing Bases has begun to take shape. Key development areas include high-purity graphite, lithium battery negative electrode materials, sealed heat dissipation materials, superhard materials, special graphite, adsorption purification materials, and graphite new building materials for graphite deep processing products. Harbin Wanxin Graphite Valley Company, Hegang Huasheng Company, Qitaihe Baotailong New Materials Company and other backbone enterprises are carrying out key industrialization projects such as graphene green preparation, graphene lubricating oil, and graphene heat dissipation, promoting the research and development and production application of graphene technology. Harbin Institute of Technology, Harbin Engineering and other universities incubate and cultivate projects such as graphene adsorption filtration, graphene metal composite materials, and the application of graphene in the field of new energy, promoting the research and development of cutting-edge graphene technologies and the transformation of achievements.
